

So while Portico's partner, Boskalis and its lead investor, Royal Caribbean will have to trim their sails to deal with a significantly trimmed down Definitive Agreement - those international companies are also having to deal with a barrage of accusations alleging that the Portico agreement is - if not corrupt, certainly suspicious, and likely illegal.
One feature of that general sketchiness has been brought into sharp focus by an ad airing in this newscast which alleges that Portico purchased 255 acres of land from a company called East Wind Holdings, which is owned by a man named Barry Williams. Williams' registered office is at a plaza owned by a senior government appointee.
And while generic, that name seemed to ring a bell, and when we checked it has been in the news before. A Barry Williams is named in the Auditor General's special report on irregularities at the Immigration Department. The Barry Williams listed in there is previously Boris Sokholov, a Russian who - the report says - was alleged to be involved in money laundering. He changed his name in Belize at the Vital Statistics Unit who came up in an investigation by the Financial Intelligence Unit in 2012. A letter of caution was sent to the Director of Immigration at the time, but it was ignored and filed away.
