And though the teenaged Oroman was the driver with an adult passenger - 55 year old Roy Alvarez - we asked police today if that passenger could be held liable. Here's what they told us.

"He reported that Axel Oroman lost control of the Jet Ski and both of them fell into the river. Searches were made, he was not located. Thereafter further searches were done on Sunday and the body of Axel Oroman was recovered. We are awaiting a postmortem examination."

Courtney Menzies:
"What if any charges can be levied? This was a teenager operating a jet ski."

"Well, a permit is required to drive a jet ski but the information we got is that he took that jet ski without the consent of the owner and made his way to the river."

Reporter:
"There was an adult with him as well and none of them were wearing a life vest?"

ACP Hilberto Romero, OCED
"None were wearing life vests."

"Can the adult be held responsible?"

ACP Hilberto Romero, OCED
"He said that he was the passenger on the jet ski and Oroman was driving the jet ski."

Reporter:
"What was the relation?"

ACP Hilberto Romero, OCED
"They were friends. The information we have is that he was in that area where he does some chores and at some point he took the jet ski from there."
