And lending credence to Bradley's call to charge the cops is the admission by the former acting commissioner of police Bart Jones that at least one of them - Constable Barry Flowers had been identified as one of the abductors - which is why he was placed on interdiction:

Of course, Flowers has not been charged but remains on interdiction.
