And while Briceno says he was acting responsibly - the Ministry of Health and Wellness has suggested that Dr Manzanero was acting irresponsibly when he did not accept an offer from BAHA to assist with processing COVID tests.

There has been some dispute about whether that offer was really put on the table - since others in the task force at the time say they don't recall it.

Well, Minister Chebat says he has seen the email with the offer:

"The offer was made from BAHA and I believe the email I saw was directly to Dr. Manzanero."

"We are not blaming... I think that's a misconception. We are not blaming anybody. This is an investigation that we've launched and we are still in the process of that investigation and Dr. Manzanero will be given an opportunity to state his position before there is any blame or before there is any assessment of the situation. That's the process. I know that the minute we saw the email we acted immediately to bring BAHA onboard. As you know when we took over office we had over 3,000 PCRs waiting to be tested and we had people waiting somewhere between 21-30 days for a test result which was just unacceptable and so we acted with haste. We saw the urgency of it, we saw what could have happen if in fact that offer had been taken up earlier and so we acted with haste."
