She has emerged as one of the most vocal and fearless union activists but now the association of public service senior managers, or, as its known, the APSSM wants to reel in acting President Zenaida Moya. Moya has been representing the APSSM on the Trade Union Congress Council but according to the APSSM's decree, no more.
12 of government's 31 heads of departments that make up the APSSM met today and decided that the association is not supporting the protest in Belmopan on Friday. As such, they have ordered Moya to desist from her activities with the Trade Union Congress which is leading the protest. Desist because the association is no longer in support of the cause. Additionally, we understand that Moya has been asked not to even go into the National Assembly building on Friday.
It's a stern and somewhat surprising directive, but there are questions. First, the 12 heads of department did not make up the minimum of 16 that is needed for a meeting. Also, we understand that the heads of department had a meeting with government's CEOs before their own meeting where the issue was raised of whether the APSSM could act as a union and if not, who is Moya representing in the Trade Union Congress. That, as we understand it, set the stage for the later directive to Moya. There is no word from the very pro-active Miss Moya tonight on how she plans to respond.
