And while he did that, the other Fonseca, Attorney General Francis, the only Cabinet member who knew that the guarantee was signed in December of 2004 because he witnessed it - today told us that he will support the re-negotiated package because the government is liable, and must pay.

Keith Swift,
Where do you stand on the UHS issue?

Hon. Francis Fonseca,
"I support a structured solution to the UHS matter. I think we are going to attempt to present to the Belizean people on Friday a structured solution to the problem. W e have a legal obligation, as it's a debt, that will not go away regardless of whose in government. So we have to find a solution to that so I support a structured solution."

Keith Swift,
So you will say 'yah' on Friday to the bill?

Hon. Francis Fonseca,
"Well tomorrow we have a caucus in Belmopan, a Cabinet meeting and a caucus at which time the structured solution that will be taken to the National assembly will be tabled and if that structured solution meets those criteria that I have just spelt out, certainly I will be supporting that motion."

Keith Swift,
Sir but have you listened to the morning talk shows, read the newspapers, or watch the evening news? The overwhelming sentiment of the people is that they want to pay for this debt.

Hon. Francis Fonseca,
"I think certainly I feel there are people who feel strongly about this issue on both sides of the issue and I think as a representative we have to listen to those concerns but at the end of the day we have to take a decision that we believe is in the best interest off the country. At the end of the day we are accountable to the people and that is why we have elections and people will have to factor in to their consideration when making a decision about whether they want to re-elect Francis Fonseca or any other representative."
