It seems all is not well within the Ministry of Youth, Sports and Transport. Tonight, the news is that the Minister is effectively tying the hands of his CEO, Marconi Leal Jr.
Ministry Rodwell Ferguson wrote a letter to Leal last week saying, quote, "with immediate effect any transaction above five thousand dollars must come to my attention before any purchase order - slash - payment is made for my scrutiny."
Now, this is irregular because the C.E.O. is the chief accounting officer for his or her ministry and the Minister can't tie their hands.
But that's just what Ferguson seems to be very explicitly doing telling Leal he has to check with the Minister first via email before any expenditure is authorized.
This reeks of bad blood and it is a repeat of what former Health Minister Michel Chebat had done to his CEO Deysi Mendez in the weeks before her departure in 2021.
