And another conversation that the Prime Minister hastily bit off was the one about the lavish phone allowance for CEO's. It has been rescinded, but that the allowance was even approved is indicative of a different mode of approvals in the corridors of power. The 140% increase - which carries huge political implications - was prompted by the Cabinet Secretary and it was green lighted without Cabinet approval.
But, today the Prime Minister didn't want to discuss the chain of command - he said that's old news:

"The CEO phone allowances, I know it's been rescinded, the allowances for CEO's."

"That's old news, that has been rescinded the CEO's asked for it to be rescinded and so we agreed with their request."
