The tension over communal land rights is as high as it has ever been in the Toledo District. That's after the emergence of a draft land policy from the government in December. It proposes to demarcate village land based on a random across the board formula. For communities of subsistence farmers that depend on their farm lands to eat, the proposal is anathema. And the Toledo Alcaldes Association is leading a strong charge to publicly reject it and rebuke the government for ever putting it forward.
