It went through an exhaustive round of public consultations - and public opinion has been sharply divided on the 13th amendment. If you recall, the 13th amendment aimed to create special crime-fighting zones, a Gun & Gang Court, and granting wider powers to security forces, including searching and detention, while also retroactively validating past States of Emergency.

And, we understand, opinion was also divided in Cabinet.

Yesterday, Minister Henry Usher said simply it's been put on hold:

"Well, it was discussed many times in Cabinet. We looked at the areas that needed to be improved, and we got legal advice to say you don't really need to amend the Constitution, you can amend the Criminal Control Act, and to look at implementing more measures, safer measures to tackle crime, and that's what we're going to do."
