And despite rumors that police, customs and coast guard personnel would be exempted from the "no transfer" directive, - the minister says it in fact does apply to them too:

"So the circular applies to all public officers. It also applies to officers in the police department. So again, on a case-by-case basis, we can look at those. But certainly we don't want to see the mass transfer of everybody for the reasons we've outlined already."
