And support for the decision has come from an unlikely corner. The Public Service Union (PSU) has thrown its wholehearted support behind the initiative. The Union says the move will reduce costly and often punitive transfers that burden taxpayers and disrupt families without improving efficiency. The minister says that they were also consulted in the process:

"Of course, the Public Service Union has come out in support of the Circular 26. I thank them for sending out that support and it's something that we have discussed at the joint union level on a number of occasions."

"We continue to have discussions with all the unions. I think that the president of the PSU and the executive team from the PSU, and myself with the other ministers on the ministerial team that meets with them, headed by the Deputy Prime Minister, we've had these types of discussions. We've created three subcommittees within the joint union, the Revenue Enhancement Committee, the Cost-Saving Committee, and the Pension Reform Committee. As I said, this is an area that the Cost-Saving Committee has looked at before. They are the ones doing the analysis, providing that information, and I think we have an agreement on that, that this is an area that we can save on."
