With the stead stream of transfer requests, the minister does admit that some of them are justified and that is why they have implemented the case by case analysis clause as no two situations are the same:

"Well that's why we have to do the analysis. So we're saying okay, this transfer, can it be justified? Let us hear why you want to make this transfer. Now transferring everybody from one post to another post or just exchanging them from one side to the next. How is that efficient? How is that improving public service? That's the justification that we want to see, and we want to make sure that it's done in a fair way. It's not done in a way to punish or in any way hold back any public officer."
