And the PM maintains that Penner - the former UDP politician - was irresponsible and reckless; we countered that perhaps the BDF was not careful enough in their undertaking. Here's the exchange:

"I think that Elvin Penner from what we've seen the videos and what we were told was reckless in taking, I mean what I was told by the people from the BDF, if he would have traveled maybe a few miles down that could have exploded and he could have been dead so and he should know better, he should know better."

"I spoke with Mr. Penner and one of his arguments was that the sparks that were letting out while they were detonating these bombs, that started a fire, he owns some properties around there along with other individuals and their concern was that the forest is on fires. We have pictures of it, we've seen videos and it was on fire, would you be able to comment on that? Should the BDF have been more responsible?"

"I can't really comment more than just to say that one of the discussions that we had in cabinet over the forest fires and Minister Habet brought it up that whenever we're going to do any such action that we have to ensure that all the different departments are present. The department of the environment, NEMO, fire department the BDF everybody that's necessary to ensure that these things don't happen but sometimes you plan and they tell you there's going to be no wind and all a sudden wind comes and you've already started and so there's always room for improvement but that does not remove the fact or negates what it seems that Mr.Penner did to be able to remove things, these are dangerous materials, a bomb that can could have created havoc and killed a lot of people."

"What he did was extremely responsible we accept that but a part of it was that how is it possible that a civilian like Penner could have gained access to that area so easily?"

"Well it's because the whole area is open, the entire when you drive around you don't have fencing it's open but as a responsible individual, you should know better."
