He said what he said - and to back up his tough talk Mahler has hired a no nonsense Director of the Sports Council. That's Jason Menzies - the recently retired former Assistant Comptroller of Customs. Unlike his predecessors, Menzies does not come from the world of athletics - he's a public service administrator. And that's just fine by Mahler who says the Sports Council needs discipline:

Anthony Mahler, Minister of Youth and Sports
"I think that we're headed in the right direction. I think Mr. Menzies brings a wealth of experience in the public service and also, a discipline, a level of discipline that we need in the organization. There were too many loose ends, and I believe that he brings the right mindset to ensure that things are always done in the right way. And we've also signaled to a lot of the federations that you can't come to us and two weeks before a tournament and say we need to go here, and sports council needs to help to raise money. There has to be some discipline in this thing."
