And with the employees transitioning, the minister says that the issues start with something as basic as getting them a bank account and getting their social security contributions paid, which was not happening when they were working for independent companies:

"I feel very good about the performance on the management to bring everyone under one umbrella, it;'s a working progress and we expected you know, you have companies that are relatively small and some that are larger and to bring all the personnel to be abiding and following one set of rules, that's going to continue to be a little challenge for the next few weeks I anticipate."

"What are some major challenges that you guys have come across?"

"So we had to align, for example, the pay period. Some persons got paid at different times, so now we have standardized that timing across all the different periods. We also had, of course, concerns about persons not having a bank account in the first place. getting them used to the fact that they have to pay Social Security and all these things that they might not have been doing before. So that was a task that we had to really focus on in the first couple of weeks."
