And while weeding out employees is one thing, it's quite another to eliminate bad practices - such as standees. Standee culture is something commuters have adapted to for years but the Minister says with time that will need to be eliminated:

"Yes, standees is a problem. One of the things is that a part of the culture was that you had certain drivers and conductors, I won't say all of them, who once they're driving, they are in control of the bus and of the income. And so there was always this race for them to pick up as many. And we know, the whole industry knows for decades that this has been a problem where all the income is not then put in at the different bank accounts, ultimately for the operators. So this is something we're working on."
