And while the lawsuits were a cost, replacing those one of a kind drain and manhole covers carried its own price. Did that come as an extra cost to the council? We asked the mayor:

"All the manholes are not standard size that is the issue we have. They don't have a standard size in length, width or in depth and so you have to be able to really as a contractor be able to measure it. It takes time to measure, it takes time to put it in and then you have to really reshape it to that specification so it's a very very tedious work."
