Just before 1:00 this afternoon, those living in the area behind the City Center got a start when they heard a wild, scraping sound going through the streets. It was the sound of a bicycle being dragged under a car that was fleeing at high speed from the scene of an accident. But this was no regular hit and run; all indications are that it was an accident brought on by a jealous rage. Those kinds of conflicts don't often make the news but when it's as violent and as much of a public endangerment as this, it has to. We found out all about it when we visited the scene at 1:00 pm today.

It's here on Sittee Street that police found Phillipa Tzul's Ford Escort, with the mangled bicycle clipped under the front wheel. But that's not where she knocked down her victim. That happened here at the corner of Ebony and Hondo Streets.
Eyewitnesses tell us that Tzul was in the car driving behind a man and a women who were both on bikes. As they turned off Ebony Street unto Hondo Street, he went on the inside of this dump truck, and as she rode on the outside near the street, Tzul's car sped up and clipped her bicycle. She managed to jump off the bicycle but Tzul continued driving with the bike clipped on the fender.
Eyewitnesses say that after hitting the young lady off her bike, Tzul accelerated, barreling down the street at high speed, and raced about four blocks - sparks flying and the clipped bike frame making a

ruckus the whole way. Bystanders were signaling her all the way before she topped here on Sittee Street.
Phillipa Tzul kept a low profile as she got into the police car on Sittee Street - but in this neighborhood residents are just glad no one else got hurt - as it happened during the lunch hour when many children are walking to and from school.
The victim, 20-year-old Shamara Tablada only received an injury to her foot and was treated and released from the KHMH. Police have not yet disclosed what charges will be brought.
