And just like the drivers, Zabaneh says he recognizes that the transport officers are in need of some training as well. He says that they have spent some time identifying the weaknesses within the department. He explained what that is.

"As you know we are in the process of for the first time giving good training to our transport officers thanks to ministry of home affairs and in particular to the police department and we are now in our second cohort. The first cohort they did a night exercise as well and then the one that is in place now will also be doing that and this will become a normal part of their work because indeed the data shows that a lot of these accidents occur after 7 and much of it is related to alcohol consumption and so we have to be there around the clock. One of the great weaknesses of our transport department has been our inability to enforce properly and so we have to invest in preparing our people to be able to enforce but also modernize the law so that what they are enforcing is what is relevant to our realities so those are the kinds of things that we are working on right now."
