And while Requena takes pride in those strides - another Minister who got passed over for the education portfolio is Dr. Louis Zabaneh.
He's the former Minister of State there and has twice been passed over for that super Ministry.
He spent 4 and a half years as the Minister of State for education implementing its new curriculum.
So why was he not given back the portfolio when it was re-shuffled? The always agreeable Zabaneh maintains that the prime minister knows best

"I have great respect for Prime Minister's wisdom in his decisions he has a very challenging task to be able to pick the people who will serve best in the different areas he had asked me in the past to work on this 4 areas I believe well he said it very clearly that my experience in transportation where I grew up you know we had Z line back before 2002 many years working there and to bring that experience and the network to bear, and that is precisely what we have done I think a lot of the progress we have made is because I know many of these operators can understand where they are coming from. We can sit down and focus on the real issue that they have and try to address them."
And even if the Pm had his reasons to hand back the portfolio to Fonseca, Zabaneh maintains that Education was never his to keep either.

"It was never given to me in the first place I was minister of state and I had a great experience there in that capacity I worked very well with minister Fonsecca but as again the decisions made by the prime minister I am sure from his point of view he was able to make a decision where we are optimizing. At the end of the day our ability to serve the people so I believe that we as colleagues we go and we try to serve as best as possible we were not elected to a particular ministry we were elected by our people to serve our constituencies and then at the pleasure at the prime minister to serve in the executive so its a village that we have to be offered the opportunity to serve in a ministry and that is my perspective on it."
