The area rep says they've found and fined the man responsible.

"Of course that is something that we always have to monitor, we're dealing with private people, that is a private property. We have identified the person and the person claims that he didn't authorize it, and I think the mayor has spoken to that person who agreed to be clearing it up. I do understand the pperson is not in the country, however we are holding him responsible, the mayor has acted swiftly, so we are fighting it but it's just one of these problems were fighting and we are clamping down on them."

"At this point in time, we have given notice to clear it, if he doesn't then we'll move on to the next step."
The suggestion is that the developer escaped the fine because he's a PUP financier, but the area rep rejected that outright.
