While the land dispute has no easy solution, you might be wondering how a civilian like Penner could so easily access the area where the bombs were detonated. Well we asked Usher about the safety provisions and he said there is no cause for concern:

"Do you think that it should be a point of concern as to how easily someone like Mr. Penner was able to access a destruction site like that? He's a civilian. And so we can only say that it could have been anyone. It could have been any other civilian curiosity kills the cat. We know how people are. If they see something there and it's just open, they'll go and check it out. Should there be a point of concern as to how it was that open that he was able to access all of that? "

" So we put up signs all along the way. Whenever we're conducting an exercise or conducting an operation to destroy, we put chains, we put signs, we put all along the, we highlight the entire route leading up to it. Additionally, we have sentries, we have personnel that are posted in all the different areas, all the different avenues of approach for the blast pad and the blast site. It just so happens that because we were trying to have enough manpower to contain the fire while also finalized the destruction of the UXOs, the sentries were out and they are the ones that ultimately got to him, but not before he rolled up two rolls of the charging wire and or one, at least one roll of the charging wire and had at least two pieces of the white phosphorus in his personal vehicle. "
