And it was approved by NEAC- with what seemed to be a generous push from the Habet's CEO Kenrick Williams.
And today, Shyne Barrow says that Williams' strong push for the project to get approved at that February 2021 NEAC meeting shows that there was not fair play for what looks like his favorite new project, Stake Bank:

"Stake Bank has already spent upwards of a hundred million dollars on that project. They are ready to berth. They have a permission to build a causeway with the Drown Caye project, because we go from Belize City to Drown Caye, Drown Caye to Stake Bank. Yet the government say oh no you don't have any permit and has try to obstruct the progress of Stake Bank, when Stake Bank is ready now."
"I was speaking to one of your colleagues and they say oh Stake Bank is 80%. Portico is 0%. They haven't even shovelled. I don't understand why Royal Caribbean would want anything to do with Portico. They have said that they will meet with me when they visit. I look forward to that meeting so that I can ask them these questions why in heaven's name would you want anything to do with Portico when you have Stake Bank ready to go."
