And while Peyrefifte's Freedom of Information requests are routinely ignored by Belmopan - Shyne Barrow says that - in his opinion - one critical piece of information coming out of the big room in Belmopan cannot be ignored - because he feels it altered the cause of history with the Definitive Agreement:

"It was not until whichever cabinet minister leaked that cabinet confidential recommendation to approve and legislate the definitive agreement that we are here, because the legal Mendez opinion that they claim now that they saw didn't care to see well what this Juratowitch opinion that Mendez is talking about. Nobody cared and I understand that the cabinet was torn. Some people were prepared to go along with their prime minister as is normal, but there were a few who revolted and that is the only reason we are here. If not, that definitive agreement would have been legislated by the Briceno administration."
For the record, the government has maintained that irrespective of, and before any leak, the Definitive Agreement was rejected by Cabinet and sent back to be re-negotiated.
