And speaking of the PCC, there's about four months left before they are expected to wrap up their report. But along the way, they've encountered multiple obstacles, including a hold up with access to financing. Today the media asked Minister Usher if there have been any more issues.

"I haven't seen any claim for additional funds. I know that the funds were allocated. It was voted on at the last budget meeting. I'm not sure in terms of how much of those funds has been allocated and used so far, but I haven't seen any further requests."

"They are supposed to be wrapping up their work by May of this year and I'm waiting to see if they're going to stay on that timeline because we hope that it can be wrapped up in a time that was given."

"And someone was pointing out that the legislation does not guarantee there should be a referendum afterwards."

"The legislation does not mandate that there is a referendum, but I believe this government has already gone on record publicly numerous times to say that there will be a referendum."
