The New Beginnings Youth development Center falls directly under the management of the Ministry of Human development, and according to complaints, the facility has not been functioning the way it should. There are certain allegations that staff members are not being paid "to time", and go weeks without payment. When we asked the minister about this today she claims that to her knowledge employees are being paid on a timely basis, and only the newly employed have experienced a few issues in getting onto the payroll system:

"But as far as I know all staff is being paid. We have some staff in some irregular arrangements that were there for quite some time and we are working very diligently and very closely with the Ministry of Public Service to ensure that staff are regularized. We took advantage of the amnesty for open vote workers and so we are working through that."
