Sources also tell us that employees that have been working at the center for years have had a harder time getting promotions because they get crowded out by political appointees - who are new hires getting posts that they allegedly do not qualify for.

When we asked Garcia about this she claims that new hires and appointments have to be approved and recommended by public service and not her.

"I am fairly new to the ministry and the public service system and I leave those matters in their hands and if they say well the next person in line is the next person in line then that is where it goes but you know we did have a lot of openings and we are trying to ensure that we pull people up from within our ranks because we need people that have the institutional knowledge that have the experience and so we are comfortable in saying that we would be able to do that."
