And, while the cops won't tolerate criminals on the prowl, he says police will also be understanding of those who are forced to go to shelters late:

"As night begins to fall and water start to rise - sea water rising in their house, they get jumpy and they make a last minute decision - I have to go to shelter now, but its midnight and there's a curfew. How will situations like this be handled?"

"Well I would hope that common sense will prevail and I am sure that our officers are quite reasonable especially now. If it is that we are to encounter a person who there is good reason to believe that they are relocating from one area to another due to the fact that water may be rising. I am sure that the police is going to allow such person or persons to go on their merry way to that shelter that they want to go. If it is that you know that where you live is a low laying area and it's prone to flooding then I would beg of you to please seek accommodations elsewhere somewhere that is going to be safer for you and your family. Do not wait for the last minute to make that call, because you might not be able to relocate due to the weather and it might eventually cause death."
