
And the media spoke to Zabaneh at the third Public Consultation on the Belize Constitution (Thirteenth Amendment) Bill, 2025. The two persons leading the session for government included the Minister of Constitutional Affairs and the Acting Commissioner of Police:

"Well, I think that it's something that is being debated right now, and it's in the public domain. And we welcome the members of the public that have come to Belize City, Belmopan and Dangriga to give their suggestions that we've gotten very good suggestions at all of these three consultations. The House committee will now meet, next week, I believe, and we've put all of these recommendations together in a report form that will be submitted to the House of Representatives."
Bart Jones, Ag. Commissioner of Police

"From the police department's perspective, the amendment, we support that amendment, but caution the public that it will not be will be used as any draconian measure on our part, or dragnet on our part to - in terms of detention of citizens - but, on, on the intelligence basis, if, if an area is to be declared, it would be based on intelligence that we would have to satisfy the National Security Council, that there's a need for this, special areas for a particular area of the country."
